The fear of BSE a decade ago, the 9/11 attacks and the infamous Millennium Bug have started a series of scares related to food, health and technology. Since then, the risks of new technologies play an increasingly important role in decisions we make as a society. We want to control those risks with safety measures, like sophisticated testing, screening or CCTV. But the social cost of technological scares is high, since they impact the economy and environment. How do we know if the risks we are regulating are the greatest? It is understandable that we want to protect ourselves from threats, but is the price we are paying worth compromising our values?
